3. Delivery Phase
At this stage, you have started to deliver your LAEP in collaboration with the local authority and other key stakeholders. This involves engaging with us on accessing our data and digital tools, and potentially engaging with other teams in our business.

How to access our data
We have a wealth of data available to support your planning and modelling, including locations and available capacity of our electricity network assets, technologies connected to our networks, and upcoming flexibility and reinforcement activities.
There are two ways you can access our data:
1. Our Open Data Portal contains all our open data, and includes:
- A data roadmap showing datasets which are planned to be released
- Outcomes of our triage process, showing why some datasets may not have been released
- A data request form, allowing you to request new datasets to be published
2. Our digital tools, which contain datasets from third party suppliers such as:
- Households without the ability to park offstreet
- properties which may be suitable for low carbon technologies (LCTs) such as rooftop Photovoltaic (PV)
All data is available to use within the tools, and some datasets may be exported from the tools for use off-platform.
How to access our tools
ChargePoint Navigator
To access ChargePoint Navigator as a LAEP practitioner, you and the local authority must sign a Public Sector Contractor Licence. This is due to the tool containing Ordnance Survey data.
LAEP+
LAEP+ also requires a Public Sector Contractor Licence to gain full access as a non-local authority user, however other access types do not require this licence. You can read more about the different permission groups on our online help portal. This also includes a data permissions matrix, showing you which datasets are in the tool and which ones can be used off-platform.
How to engage with other areas of the business
We know that as part of your work you may need to have conversations with other areas of our business, such as our flexibility, connections, or open data teams.
If you have any questions of a technical nature, please contact our mailbox at LAEP@ukpowernetworks.co.uk and we will direct you to the relevant area of the business.
Flexibility
Flexibility is the capability of energy resources, such as generators, batteries and consumers, to change their behaviour.
Our Flexibility team can help you:
- Understand how to participate in flexibility tenders
- Which areas we are looking to procure flexibility in
- What the technical requirements for flexibility are
Our Welcome to Local Flexibility Guide (pdf) includes more information on understanding the flexibility market. You can also visit the flexibility team’s website.
Connections
We encourage your customers connections journey to start at our connections website. Choose the use case that most matches their needs for tailored guidance:
We realise that sometimes you may need additional support with your connections. This guide outlines the escalation process and the relevant contact details for each stage.
Additionally, we have self service tools and paid services available to support your connections journey including:
- Our Cost-Indicator which provides a general idea of what it might cost to install a new electricity supply or modify an existing one
- Ask the Expert surgeries where we can discuss your project with you
- Our automated portal for installers, Smart Connect
- Paid for Optioneering Studies for projects above 5MVA, providing indicative prices and points of connection
